
In 1998, Dryden was appointed First Secretary Financial Services at the UK’s Permanent Representation to the European Union, a position he held until 2001. There he advised the Chancellor of the Exchequer and the UK’s Permanent Representative to the EU on financial services issues and led British negotiations in Council. Between 2001 and 2004, he returned to the FSA where he was Manager for Basel 2 Strategy and Policy. He co-authored the New Basel Accord as member of the Expanded Secretariat in Basel.
In 2004, he joined the European Parliament as an Adviser to the Economic and Monetary Affairs Committee of the European Parliament. He provided support to MEPs for the preparation of Parliamentary reports and particularly worked on the Basel 2 proposals, the New Legal Framework for Payments, Reinsurance and Solvency II.
Most recently, Dryden has contributed to the FSA's work on the Turner Review, been active in their analysis of the proposals for EU level financial services regulation and been the FSA's Deputy Head of Delegation to the International Organisation of Securities Commissions (IOSCO) where he has taken part in their newly completed work to revise the IOSCO Principles of Securities Regulation in the light of the recent crisis.
